Bale stepped forward to take the penalty and buried the ball into the top right corner past the outstretched arm of Matt Turner.
The Yanks got out of their usual posture as DeAndre Yedlin whipped a promising cross into the box but the Welsh defence intercepted the ball.
Nothing more was marked to happen in the game as both teams failed to land the decisive last-gasp winner in the dying seconds, even after ref Al-Jassim added 9 more minutes of added time.
The draw has pipped Wales to the second spot with one point and left USA in the third pecking order in Group B.
