Beşiktaş will hand the Ghanaian international a four-year contract, with the option of a further 12 months, once he completes his medical.
The 28-year-old will put-pen-to-paper as a free agent after spending seven years in the English Premier League, where he was in the books of relegated Leicester City.
Amartey will become Beşiktaş third signing of the summer transfer window after Congolese left-back Arthur Masuaku, who arrived in a £2m deal from West Ham and young forward Emrecan Bulut who joins from Turkish third tier side Somaspor.
However, Beşiktaş head coach Şenol Güneş is keen to continue signing a few hot shots with negotiations with a few youngsters heating up.
