The 25-year-old, currently on the books of Swedish Allsvanskan side IF Elfsborg, is being courted by several suitors - with Austrian Bundesliga outfit LASK also credited with his chase ahead of the closure of the transfer window.
A report filed by Plymouth Live has indicated that the English outfit have tabled a record bid for the ex-Vision FC man and are confident of securing his signature ahead of their Austrian competitors in the coming days.
Should the Home Park campaigners land him this term, he will be working under former England and Manchester United great Wayne Rooney as his manager.
His deal with his employers is due to expire in 2027 and he is likely to be moved on before the transfer window comes to a close in few days time.
