Due to Hearts of Oak's repeated failures in terms of making the right decisions with incoming and outgoing transfers, the Executive Chairman of the club, Togbe Afede XIV, has given coach Aboubakar Ouattara the full responsibility to recruit his own players.

The Ivorian tactical brainy will head the club's recruitment department as the next transfer window will be a test of the club's ability to learn from past mistakes when it comes to player recruitment.

"I am now in charge of Hearts of Oak recruitment. Togbe Afede has given me the power for that," said coach Ouatarra, as quoted by ghanasportsnews.com

"I will not accept a situation where a management member brings a player to me and then blames me later for a bad work."

Despite the appointment of Ouattara, Hearts of Oak are still 17 points behind first-place Samartex, and their prospects of CAF Champions League qualification remain unlikely. Furthermore, the Phobians need to rebound and get back to winning ways, so a decision on his future won't be opened and be on top of Togbe Afede's to-do list.
