Taylor's comments come on the back of the Black Meteors woeful performance in the U-23 Africa Cup of Nations in Morocco.
In the tournament, Tanko's side won only one match, a cheeky 3-2 win over Congo. However, they succumbed to a 5-1 defeat to Morocco and went ahead to record a 1-1 draw against Guinea in their crucial final group game.
Criticisms have been in full swing after the exit of Ibrahim Tanko's side from competition at the group stage.
Taylor reckoned that Ghana's exasperating performance in major tournaments is as a result of the coaches inability to learn while undertaking their coaching badges.
"Ghanaian coaches just go after the certificates without learning anything. If you look at the kind of defence Ibrahim Tanko set up for the game, it clearly tells you they don't learn," he told Angel TV.
